<p>Congressman Jim Himes has selected Jewish Family Services Adoption Connection Program Coordinator Debbie Schwartz as a 2010 Angel in Adoption (TM) for her outstanding advocacy of adoption.  The Congressional Coalition on Adoption Institute (CCAI), which orchestrates the Angels in Adoption™ program, will honor Schwartz, along with more than 190 Angels, at an awards ceremony and gala event in Washington, DC, October 6, 2010. </p>
<p>For over a decade, Schwartz has been a devoted and effective advocate for adoption and adoption services.  A longstanding volunteer for the Adoptive Parents Committee, Inc. (APC) she has served on the APC Board of Governors and as co-President of the Hudson Chapter.  For more than ten years she has facilitated the APC monthly meetings in Fairfield County, helping countless numbers of people looking to build their families through adoption.  An avid speaker and leader at area adoption conferences and workshops, she is currently promoting positive adoption awareness and education as the Program Coordinator for Adoption Connection of Jewish Family Services of Greenwich.  She is an online group moderator and speaker promoting positive adoption language and support in this era of online social networking.  Schwartz is also the founder and director of the Forever Families Weekend for Jewish Families Touched by Adoption, the first program specifically dedicated to furthering positive adoption growth and education for Forever Families in the Jewish community.  Forever Families Weekend is coordinated jointly by Jewish Family Services of Greenwich and the New Jersey “Y” Camps. </p>
<p>The Angels in Adoption™ program is CCAI’s signature public awareness campaign and provides an opportunity for all members of the U.S. Congress to honor the good work of their constituents who have enriched the lives of foster children and orphans in the United States and abroad.  </p>
<p>“The Angels in Adoption program is unlike any other program in the Nation’s Capitol. Because of it, over 1600 “Angels’ have come to share with Washington their adoption experience and left with a renewed excitement of all that adoption makes possible,” said Kathleen Strottman.  “I learned one simple lesson from my time on the hill, knowledge is power.  Angels in Adoption is meant to give Members of Congress the knowledge they need to use the power they have toward making the dream of a family a reality for every child.”  </p>
<p>In addition to the more than 190 local angels from around the country, several National Angels will also be recognized at the ceremony and gala for their dedication and commitment nationally and internationally to child welfare on a grand scale.  Former “National Angels” include First Lady Laura Bush, Patti LaBelle, Jane Seymour, Muhammad Ali, the late Dave Thomas, Steven Curtis Chapman, Bruce Willis, Alonzo Mourning, and Marcus Samuelsson.</p>
<p>The Congressional Coalition on Adoption Institute (CCAI) is a 501(c)3 nonpartisan organization dedicated to raising awareness about the tens of thousands of orphans and foster children in the United States and the millions of orphans around the world in need of permanent, safe, and loving homes through adoption.  CCAI’s goal is the elimination of the barriers that hinder these children from realizing their basic right of a family.  </p>
<p>CCAI was created in 2001 by the active co-chairs of the bicameral, bipartisan Congressional Coalition on Adoption (CCA) to more effectively raise Congressional and public awareness about the issue of adoption.  </p>

			<content:encoded><![CDATA[<p>One of our <a href="http://forums.foreverparents.com" class="kblinker" title="More about adoption forum &raquo;">adoption forum</a> members brought this to our attention yesterday. Legislation increasing financial transparency during the adoption process to <strong>prevent the extortion of adoptive families</strong> gained the approval of the Oklahoma House of Representatives this week.</p>
<p>OKLAHOMA CITY (April 16, 2009) – Both the Oklahoma House of Representatives and state Senate voted today to increase financial transparency during the adoption process and prevent crooked lawyers from extorting adoptive families.</p>
<p>One of the measures – House Bill 2174, by state Rep. Jason Nelson – passed the state Senate today and now goes to Gov. Henry to be signed into law.</p>
<p>The other bill – Senate Bill 1029, by state Sen. Steven Russell and Nelson – passed the Oklahoma House of Representatives today and returns to the Senate.</p>
<p>&#8220;I am very pleased this legislation has received such broad bipartisan support,&#8221; said Nelson, R-Oklahoma City. &#8220;For too long, Oklahoma has been known as a state that does not protect adoptive parents, adoptive children or birth mothers. We have allowed unethical lawyers to sell children and it’s a black eye for the state. This legislation will help end those abuses and identify the bad actors.&#8221;</p>
<p>House Bill 2174 would require public reporting of adoption expenses to increase transparency. <strong>The bill also requires that only one prospective adoptive family at a time may be billed for a birth mother’s expenses </strong>and that all adoptions must be conducted in one of four locations: the home county of the birth mother, the home county of the adoptive parents, or in Oklahoma or Tulsa Counties.</p>
<p>Senate Bill 1029 would require the courts to conduct a home study for all non-kinship adoptions to ensure adoptive parents are able to support an adoptive child.</p>
<p>The measure also requires that a written full-disclosure statement be provided to both the birth parent and adoptive parents by all attorneys or individuals involved in a direct-placement adoption in Oklahoma. The full-disclosure statement would include information such as the name and address of the attorney involved; the scope of services provided by the attorney; a procedure for grievances; a list of the fees charged for an adoption and refund policy; provisions informing those involved that coercion of birth parents is prohibited; provisions for avoiding conflicts of interest among birth parents, adoptive parents, and the attorney; and the specified time frame for completing an adoption.</p>
<p>Although the Department of Human Services has a code that adoption agencies must follow, there is currently no oversight of the attorneys involved in adoptions.</p>
<p><strong>A May 2006 multicounty grand jury report found that some adoptive parents have been forced to pay for automobiles, car parts, traffic tickets, court costs in unrelated criminal cases, driver’s license reinstatement fees, television sets and utility bills – all masked as adoption costs.</strong></p>
<p>According to the grand jury report, the haphazard regulation of &#8220;adoption expenses&#8221; has <strong>created an atmosphere where some women and their attorneys effectively sold children.</strong></p>
<p>House Bill 2174 passed the state Senate on a 44-2 vote today and will become law with the governor’s signature.</p>
<p>Senate Bill 1029 passed the Oklahoma House of Representatives today on an 88-10 vote. It now returns to the Senate for consideration of House amendments.</p>
<p>The passage of both bills comes a day before a meeting of the Oklahoma Adoption Review Task Force, which Nelson now co-chairs with Russell. The group will meet at the state Capitol at 1 p.m. on Friday</p>

They are working with families who adopted through foster care to provide them with post-adoption support such as respite and parent <a href="http://forums.foreverparents.com" class="kblinker" title="More about support group &raquo;">support groups</a>. 			<content:encoded><![CDATA[<p><a href="http://www.nationaladoptionday.org/2008/index.asp">National Adoption Day</a> is a collective national effort to raise awareness of the 129,000 children in foster care waiting to find permanent, loving families. For the last eight years, National Adoption Day has made the dreams of thousands of children come true by working with courts, judges, attorneys, adoption professionals, child welfare agencies and advocates to finalize adoptions and find permanent, loving homes for children in foster care.</p>
<p>Celebrated in all 50 states, the District of Columbia and Puerto Rico, more than 300 events are held each year throughout the country to finalize the adoptions of children in foster care, and to celebrate all families who adopt. In total, more than 20,000 children have been adopted from foster care on National Adoption Day. This year, National Adoption Day will be Saturday, November 15, 2008.</p>
<p><strong>Goals of National Adoption Day 2008</strong><br />
• Finalize adoptions from foster care in all 50 states and the District of Columbia and Puerto Rico<br />
• Celebrate and honor all families who adopt<br />
• Raise awareness about the 129,000 children in foster care waiting for adoption<br />
• Encourage others to adopt children from foster care<br />
• Build collaboration among local adoption agencies, courts, and advocacy organizations<br />
• Communicate availability and need for post-adoptive services</p>
<p><strong>History of National Adoption Day</strong><br />
In just eight years, National Adoption Day has truly grown from nine events in its first year to more than 300 events in 2007, with 4,300 adoptions finalized in 2007 as part of more than 300 events in all 50 states and the District of Columbia and Puerto Rico.</p>
<p><strong>National Adoption Day Sponsors</strong><br />
A coalition of national partners – The Alliance for Children’s Rights, Casey Family Services, Children’s Action Network, Congressional Coalition on Adoption Institute, Dave Thomas Foundation for Adoption, and Freddie Mac Foundation – sponsor National Adoption Day to draw special attention to foster children waiting for permanent families and to celebrate all loving families that adopt.</p>
<p>National Adoption Day Coalition Partners<br />
The Alliance for Children&#8217;s Rights – The Alliance for Children&#8217;s Rights is Los Angeles’ only free legal<br />
services organization devoted solely to helping children living in poverty and foster care. The Alliance’s mission is to ensure children get the support and services they need to become healthy, productive adults. Since 1992, The Alliance has worked together with the Los Angeles Juvenile Court and the Department of Children and Family Services to expedite and increase the number of children adopted from Los Angeles foster care.</p>
<p>Casey Family Services – Casey Family Services is the direct service agency of the Annie E. Casey<br />
Foundation, the nation&#8217;s largest private foundation serving fragile U.S. children, families and communities, started by United Parcel Service founder Jim Casey. Casey Family Services has worked with foster and adoptive families for nearly 30 years and is dedicated to helping build better futures for disadvantaged children here in the United States.</p>
<p>Children’s Action Network – Formed in 1990 by leaders in the entertainment industry, the Children’s<br />
Action Network (CAN) is dedicated to improving the lives of America’s children. Through extensive public education campaigns, community-based programs and policy initiatives, CAN uses the power of the entertainment community to increase awareness about children’s issues and make them a top priority in everyday life.</p>
<p>The Congressional Coalition on Adoption Institute – The Congressional Coalition on Adoption<br />
Institute (CCAI) is a nonprofit, nonpartisan organization dedicated to raising awareness about children in need of permanent, safe, and loving homes; and to eliminating the barriers that hinder these children from realizing their basic need of a family. CCAI serves as an informational and educational resource to policymakers as they seek to draft positive adoption legislation and to focusing public attention on the advantages of adoption.</p>
<p>Dave Thomas Foundation for Adoption – The Dave Thomas Foundation for Adoption is a leading<br />
partner of National Adoption Day, a collaborative national effort to raise awareness of the 129,000<br />
children in foster care waiting to find permanent, loving families and to celebrate all families who adopt. By drawing attention to the joy of thousands of children who have finally found their “forever families,” the Foundation and its partners hope to encourage even more families to consider adopting a child out of foster care.</p>

<blockquote><p>&#8230;dedicated to dramatically increasing the adoptions of the more than 140,000 children in North America&#8217;s foster care systems ready and waiting to be adopted.</p></blockquote>
<p>This foundation, created by Wendy&#8217;s founder Dave Thomas (who was adopted as a child), has one focus. That &#8220;every child will have a permanent home and a loving family&#8221;.</p>
